Communication which Your Excellency made to the
Italian Government was merely a notification of a change
in procedure at Hongkong and not an enquiry whether or
not it was acceptable. This might be pointed out to
Italian Ministry of Foreign Affairs, whose confirmation
of their undertaking regarding export permits is now
awaited.
